In ballet, you can get away with this; in Flamenco (I imagine), it would be unheard of. I think you’re right about the influence of the historical backgrounds. I wonder if class background plays role here, too. Ballet seems more of an aristocratic art form (though it’s clearly moved beyond that) where Flamenco seems more middle class to me–yes?
